Start small maybe with some pots or hanging plants so that you can get in the habit of tending them then you can go ahead and add more plants statues small water fountains etc if the space permits
If its is a really small balcony with not enough space to put plants on the floor consider having a vertical garden or box planters on the railing of the balcony.
Try to purchase low maintenance plants, you can always plat vegetables & herbs and have a vegetable garden of your own.
